One question comes up in my first consultations more often than any other: will the employment agency pay for my distance learning degree? It is usually followed by something like "someone I know got it approved".
They probably did. Just not for a degree.
The German education voucher, the Bildungsgutschein, is a precise instrument with a narrow scope. Knowing that scope saves you weeks of applications that never stood a chance. This article explains the mechanism behind it. Whether you are allowed to study at all while claiming benefits is a separate question, and it is covered in distance learning while unemployed.
AZAV is not an award, it is an entry ticket
Plenty of provider websites display "AZAV-accredited" like a quality seal. It is not a distinction for teaching quality. It is simply the precondition for public money to flow at all.
AZAV is the German regulation on accreditation and approval in labour market policy. Behind it sits a chain of four links, and each one vets the next.

Levels 3 and 4 are the ones that decide your case, and they are exactly the ones people skip.
The misunderstanding that costs money
A provider can hold a clean AZAV approval and still run courses that attract no funding at all. Provider approval says something about the organisation, not about the course. Every training measure needs approval in its own right.
In practice that means the question "are you AZAV-accredited?" gets you nowhere. The question that does get you somewhere is: "is this course, under this measure number, approved for funding?" Reputable providers give you the number without hesitation, because it is already filed in the federal employment agency's course database.
Why a degree is excluded, and excluded explicitly
This is where most conversations with the employment agency break down, and it has nothing to do with discretion or budgets.
Section 180(3) no. 1 SGB III excludes from approval any measure aimed at obtaining a degree from a university or a similar educational institution. The same applies to measures that predominantly teach general school-level knowledge or predominantly non-vocational content. The wording about similar institutions matters: what counts is the degree, not the name on the building. Only two narrow exceptions exist, preparation for the lowest secondary school certificate and the teaching of basic competences.
A bachelor's or master's programme therefore does not narrowly fail an assessment. It cannot enter the assessment in the first place. The case worker turning you down is not being unhelpful, they simply have no legal basis to say yes.
What can be approved is set out in subsection 2 of the same provision: measures that maintain, extend or adapt vocational skills, that lead to a vocational qualification, or that qualify you for a different occupation. They also have to end with a certificate documenting the material taught.

That dividing line is precisely why my network includes an AZAV-accredited distance learning provider alongside the universities. Where a voucher is genuinely in play, the route runs through an approved course rather than a degree programme, for example at the WBA academy. By the rule set out above, the same applies there as anywhere: the provider's accreditation is the precondition, what decides your case is the approval of the individual course. Whether that is the right type of qualification for your goal is a separate judgement, and it is weighed up in professional development or a degree.
Three conditions, and one of them is a trap
Even where provider and measure are approved, section 81(1) SGB III requires three things at once:
- The training is necessary to integrate you into work during unemployment, or to avert unemployment that threatens you.
- The employment agency has advised you before you start.
- Both the measure and the provider are approved for funding.
Point two is the trap. It sounds like a formality and is in fact a knockout criterion. Sign the contract, start the course and apply afterwards, and you have broken the sequence the law requires. That sequence cannot be reconstructed later.
One more thing belongs in an honest answer. The statute says funding "may" be granted, not that it will be. It is a discretionary decision. There is no legal right to an education voucher, not even when you meet every condition.
The part almost nobody knows: funding while you are employed
The education voucher has a reputation as an instrument for the unemployed. It is not only that. Under section 82 SGB III, people in work can be funded too, provided the measure runs for more than 120 hours, goes beyond short-term adjustment to the current job, and no such funding has been granted in the past two years. Your employer then contributes to the course fees on a scale set by company size: nothing below 50 employees, half between 50 and 499, three quarters from 500 upwards. Exceptions apply in smaller companies for older employees and those with a severe disability. Anyone in work who is considering training should know this provision before paying out of pocket.
Ten minutes to check it yourself
Before you call anyone, you can settle most of this on your own.
- Identify the qualification. Does the programme lead to an academic degree? Then the voucher is out and you need a different funding route.
- Ask for the measure number. Not the provider's certificate, the number for your specific course.
- Verify it in the federal employment agency's course database. If the measure is listed there as eligible for funding, level 3 is settled.
- Book the advisory appointment before you sign anything. That conversation is about necessity, meaning your employment situation, not about the course.
- Get every commitment in writing. A verbal answer on the phone will not carry you later.
When the voucher does not fit
For a degree, the funding question does not end here, it simply moves. The routes that do carry weight are different ones: employer contributions, deducting fees as work-related expenses, scholarships, and shortening the programme itself.
That last point is the most underrated. Credit for prior learning cuts your fees immediately and without any application to a public authority, because you simply pay for fewer modules. Conclusion
The education voucher is not a general subsidy for education. It is a labour market instrument with an explicit exclusion for university degrees. Once you know that, you ask the right question: not "will you pay for my degree?", but "is this measure approved, and is it necessary in my situation?".

If I meet all the conditions, do I get a voucher?
Not automatically. Section 81 SGB III says funding may be granted, not that it must be. It is a discretionary decision. Alongside approval, two further conditions apply: the training has to be necessary for your labour market integration, and the advisory session has to take place before you start.
Can I get a voucher while I am employed?
Yes. Section 82 SGB III expressly provides for funding employed people. The measure must run for more than 120 hours, go beyond short-term adjustment to your current job, and you must not have received funding under this provision in the past two years.
